In this article, I will first sort out the source of China's original destiny and analyze the key ideas of its transformation. Since the ancient "Chueh Ti Tien Tune(絕地天通)", the exclusive right to communicate with heaven has been taken over by the ruler. The Xia Dynasty formed the discourse power of "crusade on behalf of heaven" combining religion and regime. The "rule of gods and ghosts" in the Shang Dynasty highlighted the personality of heaven, and emphasized the emperor's political decision-making through communication with gods and ghosts through ancestor sacrifices. The Western Zhou dynasty thought of " Matching Heaven with Virtue " opened up the generalization of the relationship between gods and humans, and made the relationship between humans and gods philosophic and developed into a selective view of destiny. From ancient times to the Western Zhou Dynasty, the emperor developed a bureaucratic sacrificial system that integrated regime and religion in response to the power of interpretation of the concept of destiny. From the perspective of the development of the bureaucratic sacrificial system, it is possible to analyze the relationship between the gods and gods, the blood relationship of religion, and the political relationship of the country. The close combination of the three is used to strengthen the authority, naturalness and stability of the regime, which can be regarded as a major feature of the Mandate of Heaven. The behavior of the bureaucratic sacrificial system was guided by the ideology of the regime, and developed a unique phenomenon in China's state-religious relationship, including the emperor's exclusive right to worship "heaven", the state's exclusive right to public sacrifices, and the educational connotations of social order and clan ethics.
